Biography

Mr. Porcari is a Managing Director for Public Policy and Partnerships of Investcorp Corsair based in Washington D.C. He is a board member of Investcorp Corsair company Vantage Group. Mr. Porcari previously served for four and a half years as Deputy Secretary of the United States Department of Transportation. As Deputy Secretary, he was the department’s Chief Operating Officer, with day-to-day responsibility for 10 operating administrations, 55,000 employees worldwide, and a $70 billion operating budget. Most recently, Mr. Porcari was Port Envoy to the Biden-Harris Administration Supply Chain Disruptions Task Force as well as President of US Advisory Services for WSP, a global professional services, planning, engineering, and construction services firm. He also served as Interim Executive Director of the Gateway Program Development Corporation, the entity charged with designing, financing, and constructing the Gateway program of projects in the New York-New Jersey metropolitan area. Prior to being nominated by President Obama and unanimously confirmed by the Senate as Deputy Secretary of Transportation, Mr. Porcari twice served as Secretary of the Maryland Department of Transportation, leading the only state-level transportation department that includes statewide transit, aviation, port, highway, rail, bridge and tunnel authority, and motor vehicle licensing modes. Mr. Porcari also served as CFO and COO of the University of Maryland, as well as a variety of economic development positions at the local and state government levels.
